They change eventually, but it can take some time. Battlefield 1 has ended its development so it's not in the "spotlight", which is perfectly understandable.

I'm not a game operations expert, but my guess is that it isn't the choosing of the weapon skins that's the real issue (well it kind of is, because there's no way this is random at this point, unless its weighted by usage frequency or something), but rather that in order for it to go live someone has to be around to supervise the switch over of the login server (or whatever it is that hosts the skin exchange). Given that this is a transactional system, I suspect they're worried about what happens if there's no SRE around to manage the swap.
I don't know if there's just a single transaction server that manages ALL BF games or not, but if there is, that would be an even bigger incentive to not have anything go wrong.
