Please go to Battlefield Companion. In the Career tab you should see "View Emblems" button (close to your avatar) https://www.battlefield.com/companion/career/
Then, click on "View Emblems" to create a new emblem.
it doesn't exist anymore they just refer you to the app

Still works on mine. As soon as you open the app “Emblems” at the bottom. Open that and then on next page select the “+” square and there’s the creator.
