The First mission is supposed to be available today, Play & Win 3 games of Operations. But it still isn't showing up in the active missions tab of Community missions. I have won two games, I take it these won't count because there is no tracker...?

don't worry about the mission not being in the tracker. The Summer Missions haven't been visible in the Community Tracker the first time around, so they wouldn't be the second time either. Just keep track of the wins you achieve on the game modes, you can usually do so by counting the ribbons you receive at the end of the match. If you complete the mission(s), you should receive your rewards on the week of September 11.
