The Xbox Live update for Microsoft points to actual currency you mentioned is currently a beta program that a user had to register for previously. Beta programs are prone to issues like this and I'm pretty sure it will be fixed when the update goes live for everyone in the future. Please note, that by participating in such beta program you are bound to a NDA agreement, so you should choose carefully what or where to disclose information.
