Red Tide Operations - Attackers' Tank Hunter Disappears for 2nd/3rd Battalion

I noticed that the tank hunter elite kit disappears for the attackers for the 2nd and 3rd battalions at the first sector of Volga River of the Red Tide Operations. Is this in error? If the attacking team is losing, then they should be getting all of the help they can get. Or, perhaps it's a delay in that the tank hunter elite kit becomes available only after the spawn timer is ready. The tank hunter elite kit is located somewhere completely different from the other three elite kits (flametrooper and two sentries).
