Screen fuzzies out or flickers when I try to change the resolution

A few things to do/consider:

Reinstall or update your video drivers using a clean install.

Download and install the divers for your monitor (the video showed Generic PnP)

How are you connecting the PC and monitor, DVI HDMI etc.?

    I use a HDMI cable and I did factory reset my laptop last month and updated everything. I use a laptop connected to a bigger monitor.
