Thanks for sharing some of the steps you've tried to resolve this.
Have you also tried the following steps below:
1. Turn off Origin Overlay in the Launcher and the Battlefield 1 Game Properties in Origin
2. Make sure your Firewall has access to Battlefield 1
3. If you're using Nvidia GeForce Experience, try turning it off or disabling it
Also, it looks like your CPU is under the minimum specs as well, so you might have a bit more issues with FPS.
Battlefield 1 requires a Processor (Intel): Core i5-6600K at the very minimum.
But, you can try the steps I listed above, and see if it works a bit better for you.

My CPU might be below the minimum requirement but I had no problems at all keeping the game above 60 FPS in all scenarios barring zepelin crashes from launch of the game until about half a year ago, I've been using the same PC and in-game settings throughout.
As mentioned, the FPS problems I've been having aren't a constant issue. It's like I have a 50% chance when launching the game for it to run smoothly or not, that's the part I'm worried about. Getting the game to perform better overall is helpful (I will take your tips) but that doesn't seem to be the problem since when I don't have these issues, I can record gameplay at 60 FPS and 55 bit rate without it giving me any FPS issues at all. Also when I record during the FPS issues it doesn't make it noticeably worse.
I recorded gameplay(with NVIDIAS inbuilt recorder) when I'm having the issues and when I'm not, sorry about the small FPS counter(top right corner) but the NVIDIA inbuilt one doesn't show when recording BF1 in fullscreen so I had to use the in-game one. Here is the video, first half is with the issues(I included text top-center screen to indicate which is which if the FPS counter is too small):

Before recording this I turned off origin overlay and checked to see if the firewall was blocking anything bf1 related, which it wasn't.
I also used the Windows Memory Diagnostic Tool (mdsched.exe) and it says no issues.
I forgot to mention that I cleaned the PC from dust as best I could 2~ months ago, which was needed but didn't help.
Again, I strongly doubt it's the CPU unless the CPU is acting up somehow, not sure how to test that. As said I initially had no problems at all running the game and now it's running smoothly(consistent 60+ FPS) 50%(or whatever) of the time.

What you can try is Clean Boot the PC to see if there any programs slowing down the PC while you are playing Battlefield 1 and CCleaner to remove any old temp files on the PC.
