Server Banner

I have uploaded multiple banners in attempts to get it to cross to the actual platform when entering.  I have noticed that none of our banners cross over from battlelog to the server even after waiting up to a week.  Are there any suggestions?  Also, we have made our server "Official" to allow random players to join in using the Quick Match feature, but we are still unable to get anyone into our server.  We will sometimes have up to 10 people from our clan alone in the server for up to an hour with no random people joining, is there a way to fix this as well?
