Sniper sights not always clear, sometimes blurry, like blurry textures when "loading" the map

Hey everyone. I'm trying to diagnose a problem I have. I'm running my graphics settings on mostly medium, just FYI. I never had this problem when setting the texture quality to "high"... only at "medium" does this issue arise. A video on Youtube said you fix the problem by running texture quality on high, but I'm getting a big FPS boost with medium texture quality, so I'd rather not change it.

So occasionally, and especially after I die, I notice my sniper 8x hairs fade in and out of "high resolution" when I respawn. It happens with the 7x too, and the 6x. Sometimes the sights will look soft, and sometimes they will look sharp, after the "texture" or what have you seems to load. Not sure what to call it. 

Is there any way I can force the high resolution sights constantly through my settings or through the console?
