Surprised to see a recent topic on this one.
I have the same issue, which seems to dealt with here:

I contacted EA's "live help" but the person I talked with referred me to a phone call to a "specialist".
As I'm in Australila, their specialists are available 2AM to 2PM (10AM to 10PM EST) so I'm a bit stuck, as I do need to sleep and work 😕mileyfrustrated:
Anyway, I'd try the "live help" option and see how it goes - it's a known issue, but an old one

After reading up on the notes I understand that you are experiencing some issues using your Specact Kit when you access online game play for Battlefield: Bad Company 2. I know this game is a great way to pass and it's disappointing when it doesn't work properly. I would like to test out and access your account/game and see if we can get things working for you. Before I am able to do so, I need your permission. If you could reply and provide that, along with any other details like exactly what happens with the kit, that would be fantastic! The notes are a little slim as to exactly what is going on and I want to make sure I have all the important information handy to get this matter resolved. My issue is basically:
I don't have access to the extra kits when in a game.My code is redeemed, however whether it's a steam bug, or a bug with the game itself, I only get the standard 4 kits in a game.

Thanks for your reply! I went to test your account and found that it wasn't in Origin. I am only able to test the game if it is present in Origin. I went ahead and provided you with an upgraded version of the game. Battlefield: Bad Company 2 Limited Edition. I also provided you with the code to the SPECACT Kits upgrade.

You should be able to enter that into Origin once you get logged in. Please reply and let me know how everything works out! I hope you have a wonderful day!So I fired up via Steam, just in case, but no SPECACT kit in there. I'm currently going though the 8.5GB download so I can run it in Origin (argh) and will report back once I've tested. It seems the change to Origin means what was once a simple fix, is now a painful process. The EA people are helpful though, so I'm still confident it will get fixed.

Yep, after some hefty downloading I was able to use the key provided and can now see the kit when in a game.
