TTK, is for fair play, not to be circumvented.
Battlefield 1 TTK.
Time to kill, is added to the game, to make it more fair and
competitive.
So, why dont players get banned for circumventing it??

If a player kills you with less amount of bullets than expected and it happens more than once, it probably means that this player may be a cheater. The best solution is to report that player.

Fairfight isnt on, because EA, wont spend the money on nearly dead
servers.
Everyone is given a link, and no one gets banned,
because the only servers left are privately paid for
And EA, doesnt want to kill them off.
90 120 i have personally seen a player get
130 kills plus and they are the ones running the private
servers,

Let's take a real-life example of what you're trying to say:
Imagine you see a criminal robbing someone, and the person screams for help. Would you be a villain and let this person be robbed? Or be a hero and call the police and help the person?
You're basically saying "Why should I call the police on criminals? The police should do their job without our help."
Every member of the community plays a role in keeping other players safe. By reporting harmful or inappropriate behavior, you work toward the greater good of providing a fun and positive game experience for everyone.
