VANGUARD (BALLISTIC SHIELD) unlock issue

What does it say on Battlelog Assignments? Do you have anything left on the ballistic shield assignment?

i have that exact same problem, i've completed everything in the assingment Vanguard , but the ballistic shield is still locked. 

i've cleared my browser cahce to see if that was the problem, i've also tried multiple browsers. so its not a browser issue

Same problem here.  I have completed the assignment but it will not let me equip it.

I have logged out of both the Origin and Battlefield site, and relogged in.  

Nothing works.
