The game does not directly control anything that would control your fan speed, per se. It simply provides a load and your video card software (e.g. drivers, Catalyst, Afterburner, etc.) determine what speed to run the fans at relative to both settings and GPU temperature.
What sort of temperatures are you seeing with your card? Also, are they possibly obstructed by an accumulation of dust?

The GPU under load is (during bf4) 40 celsius - 100% fanspeed, normally 55celsius and 40% fanspeed.
I've double checked everything (catalyst, afterburner) , game starts -> intro over -> immediately 100% and cant slow down including alt+tab.
