This is a problem currently affecting Playstation servers and, while it is being worked on, there have not been any fixes announced so far. All I can advise at this time is to keep an eye out here for an announcement when it has been fixed. Below is the "mega-thread" where updates will most likely be posted.

Just seen this on the mega thread:
"Found temporary solution, i always play on german servers, I switched to North America and it is normal there, everything is perfect. Seems like EU servers are affected".
