Why can I never find jets in the BF4 spawn areas? Do you have to be a certain rank? Also some users seem to be able to consistently respawn inside of helicopters? Is this another perk?

At first, do you play on a lot of big maps with vehicles (like large conquest maps?). You could check out to start on a Silkroad map and check if you are able to see the jets and helicopter the first time you spawn with all other team members. Air vehicles are very popular though.

Just to add there are some players who literally wait for them to spam and they jump fast in that is all and it is easy to do just press the spot where the  jet is suppose to spam and keep pressing  the deploy button  if you are fast really fast you will spam instantaneously when the jet spam's it is all about time and speed not perks
