Why does team balance suck so bad?

Often the difference in players per team/army is pretty vast, as stated in done examples given here. We've all seen it. So, as much as I'd hate being stripped from my clan mates in our squad... When the difference is petty great, what's the problem with moving the whole squad from one side to the other. That would get things closer to even pretty quick and not break people up. Surely this can't be that difficult to set up.
