Why dont bad guys die when they are shot multiple times in the head?

Sounds like you're lagging. Are we talking single player or multiplayer? Are you playing with a wireless mouse and/or keyboard by chance?

I am playing single game, campaign.  Not a wireless mouse or keyboard.  The inability to "kill" does not always happen, only in difficult situations.
