Why I can't use soldier vehicle until about a minute?!

HELLO when i want to use some vehicles like Ucav,mortar,mav.... those small vehicle that have a small screen remote control to control them i can't use it,i have to wait about a minute until the veh...

    There's nothing wrong here. The last patch added the 1 minute delay on purpose.

    What Carbonic says. To be precise, you must wait 45 seconds to deploy a mortar and 60 seconds to deploy a UCAV. MAV and SUAV can be used instantly.
