Not sure if it was a fluke, but I had the same problem and I was having packet loss problems as well and in an attempt to fix the packet loss I managed to fix the loading screen bug as well by doing the following: (windows 10) Start>Device manager>Network adapters>Whatever your internet adapter you use is (Mine was Killer E2200 Gigabit Ethernet Controller)>Right click> Properties>Advanced>Speed & Duplex> Changed the value from Auto to 100 Mbps>Click OK. That was all I did and it fixed all of my issues. Not sure if it works for everyone but I figured I would post just in case it helps anyone.
