Yes i have the exact same issue. it looks normal while playing but when i try to record or do screenshot it's so bright you cant even see anything.
I have 3070ti but it seems to be hdr issue or monitors with hdr bcs the issue occured after monitor swap

Thank you @fragnstein and @BartolTTV for the hint about HDR. I don't quite know the reason behind this but turning off the HIGH DYNAMIC RANGE in advanced video setting seems to do fix the problem. Although I'm not quite sure how it will influence the graphic when playing the game, it is better not seeing colour distortion from time to time.
What is HDR?
HDR is an imaging technique that captures, processes, and reproduces content in such a way that the detail of both the shadows and highlights of a scene are increased. While HDR was used in traditional photography in the past, it has recently made the jump to smartphones, TVs, monitors, and more.
So what does this mean for you? This means images have more overall detail, a wider range of colors, and look more similar to what is seen by the human eye when compared to SDR (Standard Dynamic Range) images.
