Had a similar issue. Although it did not gray out, I wasnt able to chose it and it just keep switching me back to the main weapon as soon as I tried to use the binoculars to report the positon for the V1. I then chose someone else as the squad leader but he had the same issue. After about 2 min, it suddenly worked again for him.
