Dont update your NVDIA DRVER to 11.14.

If you mean the 416.94 Nvidia drivers then they gave me a FPS boost, made DX12 work properly and it has worked fine on my 1080ti+8700k.
If you are having issue I would recommend a clean install of the newest driver using DDU:

After patch I noticed that DX 11 is now broken and DX12 is fixed. Now after patch in DX 11 my 1080ti runs around 70% usage and lowering frames to just over 60fps. DX 12 seams to be ok no but DX 11 is now broken. So patch fixed DX12 but broke DX11 giving the OP's fps fall off.
