At this point all I can do is assume you are running on outdated 32bit windows with single channel 1800mhz memory at 4k 😛
So attached is a screenshot of my gameplay as well as my dxdiag, I hope this will help if someone knows the answer

You never attached the dxdiag, but working with the in-game image I can see you are running RTX and have vsync enabled.
First thing to do is to disable vsync, with that system it most likely just adds input lag and limits your fps.
As you can see in this article: https://www.guru3d.com/articles-pages/battlefield-v-pc-performance-benchmarks,7.html you might want to lower or disable your DXR setting if you want above 60 FPS.

The dxdiag is the text in the post I vent attach it because the forum says it doesn't support the format

That text is not a dxdiag.
Dxdiag's are saved as txt files which the forum support.
