With old drivers gpu 417.22 I have that problem too
The game with the DX 12 ON does not have that problems. But graphic bugs from the attached video are much more common than in DX 11.

Nothing's been fixed in a month. New windows install, new video driver and new instal of the game - nothing change.

Do you have ray tracing enabled?
Can you screenshot us your in-game video settings?
I`m playing only with directX 11, ofcource I don`t use ray tracing. On DirectX 12 I don`t have that artifacts with ray tracing or without it. Here, this is my settings file.
