Yes, just unlocked the last tiger skin and it was available immediately and able to equip from armory menu. - Also the Medal is unlocked for last tiger. (First Class)
So I just completed all letters and got the medal without issues. PC user. Hope it is solved.
Received the coup coup without issues.

So the last one. When playing (PC - Origin) everything has been unlocked.
Medals, Melee weapons. It was sometimes hard work as there are parts bugged. (and reported) but the unlock part was now really working smoothly on PC.
