Summarize your bug In 3rd person in the Valentine AA tank the crosshair is placed too high compared to where it is in 1st person and where the projectiles hit.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Find some reference point when driving Valentine AA tank, preferably a wall and then in 3rd person aim slightly above it and shot, your projectiles will hit the wall instead of going over it.
What happens when the bug occurs? In 3rd person you actually shot below your sights. It's fine when in 1st person. Additionally there seems to be not only vertical misalignment but also horizontal one too, in the video the 3rd person crosshair is moved to the left in comparison to the 1st person one.
What should be happening instead? The 3rd person crosshair should be aligned with the 1st person crosshair
