@AndrewIsANick Don't go out and buy a new mouse just if you have another one in the house test with another one as it may change nothing. EDIT...Also check windows update as it could well be from a update another post reminded me of this...
After installing KB4482887, users may notice graphics and mouse performance degradation with desktop gaming when playing certain games, such as Destiny 2.
