There have probably been over 200 separate customizations since launch and most if not all uniforms were already given a colour update; Could be that the 200 items mentioned were for the Definitive upgrade giving you access to things you mighta missed.
I don't know about the type C but the red beret had a time limit on when it could be obtained so if you missed out, there is unfortunately nothing that can be done.
People have been pretty positive about being able to purchase a definitive upgrade even with boins, and as someone who has actually won one of those contests in the past, I believe you should definitely enter that screenshot contest; rewards are pretty cool and thr CM is a super cool guy to talk to.
