Is this set low or high (200)
Could be your bottle neck for framerates?

The menu backgrounds are rendered using the in-game engine with many effects. Many actually report slightly fewer fps in the menu.

All my menu settings are set to unlimited on ultra (max fidelity) was automatically set by the game (you just lost). Didn't have the issues before screen was set to overclocked to 165hz

NVidia last another driver update 417.35 that fixes some specific issues with GTX 1080.
My friends have GTX 1080 and most of them had issues with DX11 or DX12 you can try to toggle DX12 on/off and see which one works well for you.
I have some friends that say DX12 on works fine and others that say DX11 works better.
Another trick is within the Nvidia Control panel set Performance/Power Management to "Max Performance or Max Power"

Same issue, Random FPS drops, my fps was also 90+ but stutters down to 50-60 and feels laggy for around a second. Was fine before the Overture update (Wasn't a driver issue as i only updated this after i was having the issue). Looking at the gpu/memory/cpu monitors while ingame, everytime i get a spike the only thing that changes is a drop in cpu usage from around 90% to 60% then back up again.
