Platoon - Searching/Joining issue (Platform PC)

I am part of a small platoon; currently there are four members.  We are having an issue where one of our friends cannot find the platoon and/or join it.  He is on all of our friends list in Origin.  ...

It did not work through the web interface. Also, I placed another platoon mate as General and it did not work.
