Player detonated AT mines are no longer damaging enemy vehicles

Summarize your bug Since the Lightning Strikes update, player-detonated AT Mines sometimes do not cause damage to enemy units. This has happened to me multiple times since the update.
How often does the bug occur? Often (50% - 99%)
Steps: How can we find the bug ourselves? Lay some AT mines beside an enemy tank and shoot the mines or throw an AT grenade / sticky grenade in a location that would detonate the mines. Consider a player attempting to destroy an unaware enemy vehicle by placing AT mines beside the vehicle and manually detonating them with gunfire or a grenade instead of waiting for the vehicle to run over the mines.
What happens when the bug occurs? In the case of attempting to manually detonate the mines with gunfire, the enemy vehicle is not damaged. It was like the mines were considered "friendly" by the enemy vehicle. The explosion happens, but no damage is given to the vehicle. In the case of using an AT grenade or a sticky grenade, I believe that the grenade damage was registered, but the AT mine damage was not, even though both the grenade and mines detonated.
What should be happening instead? The vehicle should take damage from the manually detonated AT mines. Enemies should take damage from all explosives manually detonated by an opposing player.
