Problem All level 20 class mastery outfits
I bought definitive edition pack and I have a problem with the clothes at level 20 in each class, so when I reach level 20 the clothes pack does not open and is locked.

You need to complete the quest first. This is the quest that unlocks the clothes/items as a reward upon completion. If you’ve already completed it, you must first claim the reward in the Arsenal (first section).
