What partition do you have the game installed on? On the system one or on another one. Maybe this is a problem caused by the lack of permissions for the game/application to modify the content of its files on the system drive. If this is it, unlock the built-in administrator account, which has no locks, log in to it and try to run the game there. For me, the built-in administrator account solved the problem with saving game progress on the C drive. In the admin account created by the user, Windows limits the rights to write files on the C drive, and it also does this to some applications.
