Yep removed bloody OneDrive and has fixed my ping back to 20ms and is stable now!! WOOOOO!!!!

SOLUTION:

Can confirm OneDrive was blocking network somehow! tested 5 times and having OneDrive Disabled "quit" fixed network latency ever time without fail.

How do I get rid of one drive

Uninstall it was the best option.
