I have the same issue... asus rog strix scar 17 ryzen 7 5800h  with rtx 3070... gameplay  os perfect.... cutscenes  are awful

Its bit of a old post your replying to there @Eddynleb 

Disable Vsync in nvidia control panel and in game settings and it should fix your issue.

Thanks yh im new to pc gaming coming from ps4  (sock of waiting for ps5) ive disabled it  in game settings  not nvidia  cp ill try.. thanks for the reply
