@N4v1sthe scope just ruins it. It is both hard to discern unspoted people with it and it also blocks the view from the hip.
I cannot see any strengths to the weapon outside of servers with the killcam turned off where one could kill without being discovered.
In almost all situations, it is a downgrade of the assault's M1A1 carbine. Because in BFV the recons are only allowed to be quickscope gods (very few), waste of squad space ( most of the time) or flare/bulletspot-spam-bots (their best use)
