@scholarlumas The ingame upgrade only grants you alle the unlocks, that you would get from buying the definitiv edition, but you don't receive the full game for your account.

On your second question: if you use the same EA-account, you progression should be transferred. However, EA Desktop is just in a beta phase, so there could be some issues. Maybe somebody else has already done this and can answer the question for certain.
