Update: If I highlight an "unfound" letter on the Letter screen, it also says (see at lower part of screenshot) that it was "Found on Turning Point" mission...but it can't be opened => no skin reward...
Since I got no answer here, I contacted Customer Support directly with a missing content issue and they solved it in approx 10 minutes. I got the skin already.
Many player curse EA Customer Support...I don't know...I had a very pleasant chat with the contacted advisor, Ashish.
Case closed, bug solved.
So what was the fix for the letters?
Or do we all have to call Support?

Customer support fixed it. The letter acomplishment got into an unsolvable loop on user side. No hope for fix on user side for this since it has to be fixed on account level. Took like 15 minutes maximum.
I have the exact same problemas you, please help me contact the customer service, i really want the skin!
