RTX 2080 TI glitch? or artifact?

Hello

I have a problem with this game on all ultra and also on RT on ultra

Its working great with FPS but i get a wierd things on screen on grass etc disappearing etc

also if there shooting at me its give me a wierd flash lichts, at this moment this is only game that happend

Can someone clearing this up?

Is this a artifact or a bug/glitch on game? i reallly dont know,
