Sandbag Peeking (PC)

Even with the most recent update I am STILL having problems with the sandbags and peeking over. This has been an ongoing issue since the game was released. One second you are able to peek over and then a second later in the same spot I cannot and instead I lean left and right. When is this going to be fixed??  play mostly as support and this is crucial for holding down a good suppressing firing position or chokepoint.
