Follow up: 100% sure that Axis on Rotterdam can't spot, but Allies can. 

I don't think either faction can on Hamada, but both can on Arras. Or it's the other way round.

Got some good news for you. Looks like we're having this addressed in the update tomorrow.

  • In Squad Conquest, players will now be able to give objective orders, even if the flags are in a
    neutral state.
