Got the same Problem, mate, but the stuff stays locked and wont be unlocked no matter how often I Restart the game or try… annoying!!!
I have the same problem sometimes, especially with Vehicles specializations. Usually have to wait an hour and then try again. I have always been able to ugrade my specializations after waiting for a bit though. Immediately restart doesn't help. Seems to be a network sync issue.
- Waiting doesnt help in my case :-(
Sorry, I didn't mean that it was the solution to wait. I was providing more information to the devs.
