why are people allowed to advertise hacks on youtube

i was looking for the new anti cheat system info on youtube  and instead of info on anti cheat systems i got lots of videos advertising hacks .How is this legal and why hasn't the industry put it's m...

@sgt2lipton You can report those videos to YouTube. If YouTube decide they have breached the liscence agreement then the videos will be removed.
