Cannot join friends game in co-op

if i create a game random people can join me and i can join quick matches, but me and my friend cannot join eachothers games? ive forwarded all of these ports disabled my AV and FW. TCP: 80, 443, 9...

I've encountered exactly the same issue, it's incredibly frustrating. Both my friend and I can join random people in quick matches without an issue, but we are unable to play a co-op game together. Every time, we get the error "failed to join game". Could anyone please assist us, or advise whether we can expect a patch in the near future?
