I have the same problem and I've narrowed it down to something with the way the game vsyncs...
turn vsync on and the menu will run perfectly at 30fps, but leave it off and it doesnt bother to print more frames then 15 in a second :/
thing is, in game i get 120+ frames so its not hardware, just something with the menu
id leave vsync on but 30ps isnt that great
also forcing vsync on dead space using gpu controls doesnt really do anything...
