I kind of had the same problem. I pre-ordered Dead Space 3 Limited Edition in December 2012, but was not able to pre-load at all on Feb. the 1st. Had to contact EA Customer Support, US Support to be precise, to refund my pre-order and re-order the pre-order. It seemed like, that my pre-order was bugged, since I haven't had the 2 pre-order items and Dead Space 1 in the pre-order list in my shopping basket back then and no age verification check as well.
End of the story: EA Customer Service, Live Chat, refunded my pre-order, I re-purchased it, pre-load worked, game works...except DLC Store, which is a known issue right now.
Maybe something like this has to be done for you as well.
And to the replies above mine:
EA Support, at least the US one, is exceptional nice, expecional helpful and I even got 2x15% Discount Coupons from EA, because of the Issues I had.
It took me 5 hours tho, to get the issue solved.
The German support tho...the Live Chat support even did not work on my case at any moment, since they only covered 3 other games.
Only calling the hotline, waiting 40 minutes in Line and talking to a very nice sounding and friendly woman helped. She pointed me towards the refund idea, but I had to go to the US Support with that.

Hey guys!
We are looking in to this. As we are checking your issue, please go through following small workaround:
Download and install the latest version of Origin at www.origin.com/download (and make sure you have your Origin account ready as well).
Please get sure that you have installed the newest version, it could help to de-install Origin before. Sometimes older "updated" version may have some issues and a lot of players install Origin from an previously downloaded file on their computer.
Close the origin client after installation and go directly to you origin folder C:\Program Files\Origin Games. Run the origin.exe in this folder with a rightclick -> run as administrator.Please give us feedback if that helped to solve your issue.

As you suggested, I followed all of the steps above. Unfortunately, the issue wasn't solved, in fact nothing changed.
