There are a couple things that can cause this and this is what immediately comes to mind.
Is your computer connected to the internet through a router? Has anyone ever configured ports (port forwarding) on the router to host other games? If so, you may need to disable those port forwards.
If you are on a shared connection, such as an office connection or school dorm, you may have issues if those ports are already in use by another computer on the network.
You may also need to check if your Antivirus software includes its own software firewall and disable that as well.
I'm not sure if that helps, but its a start.

Router configuration varies by manufacturer. In most situations, you can access your router configuration page at:
http://192.168.1.1
The username and password is usually some variation of admin/admin or no username and just "admin" for password if they are left to their factory values.There should be a menu option specifically for port forwarding. Usually you can just toggle them off so that you can easily reactivate them later.
If you no longer have access to the username and password you will need to reset the router to delete any port forwards. However, if you have a DSL connection, you will also likely lose the stored username and password for your connection and it will need to be set up again. Cable connections do not commonly require such a configuration.
EDIT: Also, is someone else at your house logged into Dead Space 3? You may need to enable UPNP on your router. This is usually found in an advanced or professional screen on your router in the same category as port forwarding.I looked under "Port Range Forwarding" in my Router's settings and there appears to be nothing forwarded, and thinking back I reset the router to factory default after I had messed with the port forwarding as well.
However, I am at a home computer that shares the network with 2-3 other computers and various devices. What steps can I take to see if this is the issue?
EDIT: Also no, I am the only one with the game in the house. and I do not have DSL.

See above and check if you have UPNP enabled. Its a long shot but sometimes that works (its a protocol to temporarily open up ports when applications request them).
