I noticed the kiosk myself but doubt that it can be acessed because it would make the scene later in the game where he gets the EVA suit pointless because he would already have a suit and there would be no danger of decompression. I do find it odd that the game will point you toward it if they weren't going to let you use it.
I'm thinking at one time, they were planning on using it or it's there just to mess with us. Saying nana there's a suit kiosk here but you can't use it so there lol.
