Weapon's Upper Tool Apparently Dealing No Damage

The upper tool on my weapon is apparently dealing no damage. The weapon is currently on a SCAF heavy frame with a Military Engine / MK-V Precision Tip for the upper tool. The lower tool is a Telemetr...

You have 3 rate of fire chips on it. This causes terrible accuracy. Remove at least 1 and see if it improves.

Switched to two +3 Dmg/+3 RoF, one +3 Dmg/ +3 Clip, and one +3 Reload/+3 Clip. Same RoF increase as the three +2 Dmg/+2 RoF chips without the complete loss of accuracy. 

It seems rather odd that going over +6 RoF causes such a drastic drop-off in accuracy. A decrease of some sort makes sense, though.
