Can't use Cullen on the war table
Hello, Cullen is always "busy" on the war table and he is not in any mission at the moment. I tried to progress in the main story but it did not work. So, what should I do ? Is there any solution ...

I am having a similar problem and another strange occurrence, Ever since I sent Cullen to gather coins when haven fell I cannot deploy him on the wat table, also the quest I sent Josephine on somehow increased time to 84 hrs, so I have one agent to do a lot of quests, and cannot access some quests, like specializations... I'm finishing up the Before the Dawn quest and hoping he reappears after that.

If you are stuck with a long timer then your system clock likely reset to a default time (like 84 hours ago). This can happen even on the consoles (Xbox 360 is highly susceptible to this). Just set your clock ahead one week and start the game, finish the operation and save, then set your clock back to the regular time. Operation timers just compare the date/timestamp when it was started to the current system time/date. So your current time/date are off.
